Strategies to check unfair means
ITANAGAR, Feb 23: In a bid to check unfair means in ensuing Central Board of School Examination (CBSE), the Papum Pare district administration convened a joint coordination meeting with the education department at Yupia today. Society seeks BSNL tower at Sawa
ITANAGAR, Feb 23: The Tungi Welfare Society has demanded for setting up of BSNL tower at Sawa circle in East Kameng district. Pleading the introduction of BSNL service at the circle headquarters, the society informed the General Manager that even though the circle headquarters was established in 1998, it is yet to covered under BSNL service.

ROING, Feb 23: A Self Help Groups' (SHG) Mela was organised by the Integrated Child Development Services (ICDS) department as part of the 29th Statehood Day Celebration at the general ground here. A total of ten SHGs took part in the Mela, showcasing their handlooms, handicrafts and other local artifacts. Food items like pickles, local produce and local delicacies were also part of the stalls put up by these SHGs.
This initiative was taken by the department especially to encourage SHGs and provide them with a platform to showcase their talents, said DD ICDS Savitri Khamti.

National Games medal winners felicitated
ITANAGAR, Feb 23: Sorang Yumi and her team members and coach, who brought laurels to the state by winning medals in the recently held National Games, were accorded a warm reception here on their arrival from Kerala on February 20 by Sorang Welfare Society (SWS) at the residence of Sorang Tania, Niti Vihar here.
The trio of Yumi, Maselu Mihu and Genung Tekseng won a gold medal in Archery in Olympic team event. Yumi, taking part in individual event, also won a silver medal in the Games. The society presented mementos to all the team members as a token of love and in recognition of their achievement.
Coach Ekhashini Devi Singh, who accompanied the team, urged the youth of the state, particularly girls, to take up sports seriously. She also spoke about the importance of games and sports.

Political parties take exception to China’s stance on PM visit
Itanagar, Feb 23: Political parties in Arunachal Pradesh have taken exception to China objecting to the visit of Prime Minister Narendra Modi to the state on February 20 to attend the 29th Statehood Day celebration.
China had opposed the visit of the PM to the bordering state which they termed as 'disputed territory'.
Arunachal Pradesh Congress Committee (APCC) President Padi Richo today said that Beijing had forgotten that Arunachal Pradesh is an integral part of India.
"It is a fashion of China to object when President or Prime Minister visit our state," Richo said.
The state BJP unit also assailed Beijing for objecting to the PM's visit saying that under any circumstance the neighbouring country cannot oppose the visit of any central leaders to the state.
"We are very happy and proud to be Indian and there is no ambiguity in our status," BJP state president Tai Tagak said.
"A state delegation will visit Delhi soon to take up the issue," Tagak said reiterating his party's stand on the issue. "China should give up its expansionist policy because the world of today does not accept it", Tagak said.

PPA cautions state govt. on utilization of central funds
ITANAGAR, Feb 23: The ruling Congress Government in the state might find itself in serious trouble in the days to come as the central government has already warned all the states to maintain strict financial discipline and ensure utilization of the central fund on time, cautioned People's Party of Arunachal (PPA).
Arunachal Government for years has not been able to utilize the plan funds on time and majority of the work departments have also failed to submit the utilization certificate.
Claiming that high scale fiscal indiscipline in the state in terms of misappropriation of funds, the party in release opined that it will be wrong to think that change or shift of political loyalties in tune with the parties ruling in the Centre will solve this big fiscal mess in the state.
Technocrats and bureaucrats working hand in glove with corrupt legislators is one of the main reasons why utilization certificate cannot be submitted on time, and this should be dealt sternly, stated Kamen Ringu, Chairman CWC, PPA in a party meeting on financial status of the state.

CM talks tough to check revenue pilferage
ITANAGAR, Feb 23: Chief Minister NabamTuki has asserted for installation of CCTV and weighing bridges in all the vulnerable checkgates across the state in order to contain revenue pilferage. He was addressing the 3rd Review meeting of Tax & Excise department officers here at Banquet hall today.
Reiterating tough stand towards containing revenue pilferage, CM informed the officers that orders have been passed for increasing the frequency of surprise checking of the check gates and other areas of revenue generation by the mobile squads who have on the spot decision making powers.
He also advised for making use of the fully computerized taxation equipments by providing technical knowhow to the department officers and officials. "This will ensure a better understanding and relation between the business community and the department and will help in easy taxation for the tax payers", CM justified.
He further viewed that the existing monitoring machinery responsible for checking the pilferage need to be strengthened with creating layers of monitoring wings. CM assured to create the required posts as pleaded by the department.
Speaking on the occasion, Parliamentary Secretary Tax & Excise Tapuk Taku advocated for deduction of TDS at the source of funding to increase the revenue generation. He was referring to the reluctance of few DDOs in deducting TDS which had been hampering the revenue collection. The parliamentary secretary further pitched for launching awareness generation campaign amongst the public on tax and its benefits besides, requesting the state government to conduct periodical training for department staffs on tax related programmes.

Minister irked over slow progress of NFSA implementation
ITANAGAR, Feb 23: Food and Civil Supplies Minister Kamlung Mosang took a serious note on the slow progress in implementation of National Food Safety Act (NFSA) 2013 in the state. He called upon various level functionaries of his department to shoulder collective responsibility for smooth and effective implementation of the important Act adding that the state Government is determined to implement it from next financial year. The minister was addressing the review meeting of Food and Civil Supplies department here today.
Presiding over the meeting, Mosang further expressed concern over rampant issuance of special permit of PDS items. He said that PDS food grains were meant for the valid ration card holders only. "There is no provision under PDS control orders and guidelines for issuance of special permits. If any officer issues special permit, he may do so at his own risk." Stressing on the elimination of bogus ration cards, he advised the officers to discharge their duties sincerely and honestly so that PDS rice reach to the targeted consumers in time at affordable price.

He asked DFCSOs to hold mandatory circle, Block and District level vigilance committee meetings on quarterly basis and report to be submitted to state level vigilance committee.
Earlier, Secretary Food & Civil Supplies Gamli Padu explained the aim and objective of the meeting and challenges faced by the department. He asked all DFCSO's to complete digitization of beneficiary data base by 15th March 2015 a part of end to end computerization of TPDS scheme. Unless digitized data base are uploaded in the website of the department no subsidized food grains will be allocated to state Government by GoI.
Director (F&CS) Liyon Borang asked DFCSOs to submit utilization certificates and HTS bills on time. He advised them to go through the guidelines and control orders issued from time to time.
APSCW express concern at lack of facilities at Women PS
ITANAGAR, Feb 23: Arunachal Pradesh State Commission for Women (APSCW) visited the First Women Police Station, Itanagar to get an update about the facilities. During the visit, the team found that there is lack of basic infrastructure in the lone Women Police Station in Arunachal Pradesh including insufficient toilet facilities. They also found that there is no lock up inside the premises. Despite of the constraints in infrastructure and human resources, the team under O.C Chukhu Nanu Bui is doing excellent job, the APSCW said in a report.

The missing hydro power company
Dear Editor,
Through your esteemed daily, I would like to highlight certain points regarding the Pvt. Power developer M/S SMJ Consultant executing the 4 MW Paikarong Chu project at Jang circle of Tawang District. The Private Company is missing since the 4 MW at Paikarong Chu was allocated to them.
In this regard, we have written a letter in the year 2010-
I personally called SMJ Consultant office but number provided in MoA is home landline number of someone else.
Our beloved PM Narendra Modi emphasis on power generation through Hydro power but the company itself seems to be fake. We are not against hydro power and we are ready to provide all clearance but till today no survey and investigation has been done for setting up the power project. The flow of river is very good and there are chances of generation of more power.
I personally feel that such fake companies who are not interested in making Hydro Power project should be booked under forgery case and made to pay penalty. Villagers would like to invite other private companies or Govt. enterprise to take up the Hydro Power Project at our river so that we can do our bit in power generation. I would like to appeal CE (M) and Power Secy. DHPD through your daily to kindly investigate the matter and take appropriate action as per the MoA. The action taken in this regards may kindly be shared with the affected villages.

drink” in the famous Ancient Mariner and it was understandable since he was stranded
in the middle of an ocean for a very long time. Everybody knows that water in ocean
is not potable so it was obvious that the poor Mariner was thirsty for such a long
time. But here in Arunachal Pradesh, it’s a real irony that the state that has the
highest number of Fresh River water in the country and projected as the future power
house of the nation, people are still facing acute shortage of potable water. What
to talk of people living in the far flung areas of the state when there is acute

My earnest request to the concerned PHE Department is, please increase the flow of water in Water Tank of the sectors equally considering the fact that the population has increased in each sector of the state capital tremendously in the last few years. There should not be any preferential sector as per as Water Supply is concerned. There should be water supply for at least two to three hours every day in all the sectors. It is humanly not possible to stock water for next two days from half an hour water dripping from 15mm GI pipe.
I think it is not too much of a demand. Please kindly look into the matter.

Dear Editor,
After almost three decades of ‘Statehood’ Mr. Gegong Apang, our most respected former CM talk about ‘lacunae’ on ‘Statehood Act’. He should not forget that only because of him, this baby Arunachal was forced to be recognized as a state. Can he really justify this act? After so many years, will he, at least show respect to his fellowmen of Arunachal and accept this big mistake?
The welfare of the people always comes first; not the egos of the so called leaders. Today everyone can feel the hollow and unsound economic and financial condition of our state.
I do not see a single reason whatsoever for celebrating this day. This is the blackest day of Arunachal. Sorry leaders.

Keep an eye on private universities
The opening up of the large number of private universities in the state has been deeply worrying educationists as well as general public. Altogether there are 8 private universities in the state. They are allowed to function if they follow certain Standard Operating Procedures which a Pvt. Universities should comply like acquisition of land, development of quality infrastructures in the permanent site, offering of duly recognized courses among others. Sadly most of the private universities of state do not comply with the above laid down standard operating procedures.
Adding to the worry over the year private universities of NE state has acquired bad reputation for various reasons. Thousands of students studying at CMJ University, Meghalaya ruined their career when the university was closed down citing irregularities like the violation of UGC norms. There is constant fear that the private universities of state might meet the same fate. However in a welcome sign Education Minister Tapang Taloh yesterday expressed concerns regarding the establishment of a number of Private Universities in Arunachal Pradesh without the requisite infrastructure. Minister has hit the right note and has raised a very valid concern. But he needs to regularly monitor progress of work, so that these private universities comply with all the rules and regulation binding them.
